In a groundbreaking decision, starting December 1, vehicles traversing KwaZulu-Natal (KZN) will proudly display the distinctive letters ‘ZN’ on their plates. This significant shift stems from a resolution made during a KZN Provincial Executive Council meeting held on Wednesday, following a compelling presentation by the Department of Transport.
Depletion of Alphabetic Combinations
The Executive Council highlights that the previous three-alphabet plate combinations, like NRB, NPN, and NPS, have been fully utilized. With this depletion, motorists now face a 24-month transition period to migrate from the existing system to the novel ‘ZN’ numbering system.
Ensuring Smooth Transition
Emphasizing the importance of a seamless transition, the provincial cabinet insists that the process should not impose an unnecessary financial burden on motorists. Additionally, it must actively involve local manufacturers in the value chain, ensuring their participation and contribution to the evolving system.
Strategic Public Consultations
To facilitate this transformation, the Executive Council has delegated the responsibility to MEC for Transport, Community Safety, and Liaison, Sipho Hlomuka. His mandate includes expediting public consultations through the issuance of government gazettes. This strategic move aims to engage the community and gather valuable insights.
“The Executive Council further tasked the MEC for Transport, Community Safety, and Liaison, Sipho Hlomuka to fast-track the public consultations through the issuing of government gazettes,” stated the KwaZulu-Natal Executive Council in a release on Thursday.

Recognizing the significance of effective communication, the government plans to launch an aggressive awareness campaign. This initiative aims to inform motorists about the impending changes and the associated benefits. KZN Premier Nomusa Dube-Ncube elaborated on the provincial executive council’s stance, stating, “The executive council supported the changes, but emphasized that this process must not have an unnecessary financial burden on motorists and must consider the participation of the local manufacturers in the value chain.”
Two-Year Migration Period
Motorists in KwaZulu-Natal will have a generous two-year window to transition from the existing number plate system to the upcoming ‘ZN’ numbering system. This lenient timeframe aims to facilitate a smooth switch without causing undue stress to vehicle owners.
Historical Context
Earlier this year, MEC Sipho Hlomuka proposed the introduction of the ‘ZN’ number plate system. This move follows in the footsteps of other provinces like Gauteng and the Western Cape, which have successfully implemented similar changes.
Hlomuka explained that the depletion of the NRB number plate system in Empangeni prompted this shift. Although the plan initially involved using NUF, it was reconsidered due to the residents’ geographical misalignment with the Umfolozi area, leading to the decision to adopt the ‘ZN’ plates.
